ConsultJR were engaged by Pensar Utilities to undertake the electrical detailed design and control systems preliminary design portions of the Mt Crosby Eastbank Flood Resilience Program (EBFRP) for Seqwater. The Eastbank facility, consisting of the Raw Water Pump Station (RWPS) and Water Treatment Plant (WTP) is the most critical asset in the Southeast Queensland water network, producing one-third of Brisbane’s daily water demand. The transformers which service the site were constructed in the 1940s and were past their end of life and serviced the site at an obsolete voltage of 5.5kV placing a major risk on the water security of Southeast Queensland.
The EBFRP project required that electrical equipment within both plants be upgraded from the obsolete voltage level to handle the standardised voltage of 11kV from a nearby Energex zone substation. Wholesale assessment of the suitability of the existing equipment to withstand the increased voltage level was undertaken and the project’s design progressed through a hybrid replacement and reuse strategy.
The aging HV switchboard at the RWPS was replaced with a new, state of the art, arc fault contained 11kV switchboard. There were significant challenges in ensuring the new equipment interfaced with legacy instrumentation and that the site could be cut over to the new operating voltage while remaining operational. Throughout the detailed design process, ConsultJR worked collaboratively with Seqwater Stakeholders and Pensar to ensure that the design was constructible and met technical, operational and maintenance requirements.
Design Scope included:
- Detailed design and specification of new HV Switchboards, transformers, PLC and RIO control panels, line differential protection and monitoring panels and LV distribution boards.
- Power system modelling of the whole site including new HV protection system design.
- Liaising with equipment vendors to ensure that their equipment meets the technical requirements of the design and project.
- Design interface with the Control System Integrator, Civil and Structural, Mechanical and Construction disciplines.
- Design of route for the new HV supply cables from the Energex zone substation to the new HV switchboards.
